Set minijatura orka, tiflinga i ljudskih mještana
A market crowd is the cheapest scenery a table will ever buy.
Mixed townsfolk do something no terrain piece can: they make the players lower their voices. Put six unremarkable people on a board and the party stops kicking doors in, because suddenly there are witnesses, and bystanders, and somebody's children. It is the single most effective tool a GM has for changing the temperature of a scene, and it costs one evening of painting.
The orcs and tieflings in the set do extra work. A town that is visibly mixed tells the players something about the world before anyone has said a word.
Paint them as a crowd rather than a set of heroes — vary the palette widely, keep every value mid-range, and resist highlighting any one of them into the spotlight.
